Steps to reproduce:
0) start ephy
1) start a download which you know will fail (see bug 141659 for example)
2) close the downloader window
3) close the browser window

Expected results:
Epiphany exits.

Actual results:
Epiphany doesn't exit. The notification icon remains in the tray, clicking it
shows the downloader. Clicking the downloader's window border close icon just
hides it again.

Ok there is a way to close the downloader, by removing all the failed downloads
from the view (using the "Stop" button... see bug 142692).
