1. open a folder in spacial
2. open a folder in browse
3. open a the new open/save dialog

There seem to be three elements here; bookmarks (from folder browse), places
(from spatial) and bookmarks (in the new open/save dialog).

Solution:
1. Places menu in spatial should include all bookmarks (from new open/save
dialog) and the add/edit items
2. Bookmarks menu in browse should be renamed Places and should contain only
bookmarks (from new open/save dialog) and the add/edit items

It seems this bug and bugs #138329 and #139965 are very similar
