gweather doesnt recognise when you have a bitmap background set, and renders its
background in the default theme color. 

To test, choose a theme that has an image for the panel background, or set one
manually. 

gweather will continue to display just the solid background color, and not the
image. This interferes with the smoothness and visual appeal of the panel.

This fault also exists in the network monitor applet.
