Very 1st Dot Does Not Announce

1. open terminal window
2. at terminal, hit space bar
3. hit "."
4. Listen for speech (no speech)
5. then hit another "."
6. Listen for speech (2nd dot speech will announce)

Dot should be announced all the time, regardless of sequences.

I checked Padraig's proposed patch for bug #141148 and it seems that the problem
with the first dot dissapears.
I will close this bug as a duplicate of bug #141148.
