When a user opens a new blank tab, it would usually be to type a URL into the
location bar and have it open in that tab. In Galeon 1.2.x when a new tab is
opened the text focus is on the location bar. In 1.3.x the focus is elsewhere,
and the user must make the extra step of clicking on the location bar before typing.

Please have the location bar focused by default when a new blank tab is opened.
