A toolbar in which we can place whatever tools, filters, scripts, etc. which  
we want for one particular scripting. This is useful if we can create different 
toolbars and save them in different names. Also, If we can save the current 
layout under a name, it would be very nice. 
Eg:
For photo scanning and retouching, we may need a few tools and filters very 
much. like cropping, resize, color enhancements, sharpen / blur, dodge etc. We 
generally dont need layers dialog. in this context. Nor do we use patterns or 
gradients.
For creationg skins we need different sets of tools and filters, which may 
differ according to taste.

I agree it is a duplicate of that bug. but there is an *important* extra thing
you have to note in this bug report: saving different toolsets under different names

Note, that you can already use named sessions. And IIRC there's also a
bug-report about adding the possibility to fully customize the GUI and have a
list of presets for different tasks. Search for presets perhaps?

Named sessions are in 2.0 already.
