when downloading a file I choose a location and choose the option to create a
directory. The directory was created but was not included in the updated listing.
It should show the newly created folder in the listing.

I cannot reproduce this; after creating the new folder it's in the list. Anyway,
epiphany uses the gtk+ filechooser for that; reassigning to gtk+.

Which version of GTK+ are you using?  Which file system backend are you using?

Matthias said he was trying to do himself on IRC and was asking for help with. 
If you see this message, it means I was successful at fixing the borken-ness in

Are you still able to reproduce this ? 
Epiphany now uses the new GtkFileChooser, and this bug does not apply anymore...

No answer and the bug cannot be reproduced in the latest version of gnome, closing.
