try installing an icon theme by using the gnome-theme-manager it isntalls
everything into ~/.themes  How hard would it be to ask a user if he is
installing a icon or gtk/metacity theme and install them in the proper place.
since we have a spatial nautilus now i think it needs to work.

Wrong fix. I'm no usability engineer, but it would probably be best to
automatically detect if the tarball is a gtk/metacity theme or an icon theme,
rather than just asking them. Anyways, if you have any further comments (or
patches ;), please add them to the original bug.
