Please describe your feature request:
When i have the Emblems and colours window(nautilus) open, and it is
overlapping a file manager window, if i drag an emblem over to the
window, the file manager window should be given focus so i can drop the
emblem onto a folder that was previously hidden by the Emblems window.

this doesnt happen, despite having "raise selected windows after an
interval" selected.

The "raise selected windows after an interval" is pretty confusing and actually
does something else.  I've filed a bug to ask for it to be removed from the user
interface (bug 154614).  The behavior you really want is important and we do
need to support that, but it isn't currently available.  I'm going to mark this
as a duplicate.
