No context menu on unfocused text field.

To repro:
1. Go to a page with a text field (e.g. http://bugzilla.gnome.org/)
2. Right-click the text field.

Results:
A tiny grey box (i.e. a context menu with nothing in it)

Expected:
A context menu with just the "Paste" item.


If you focus the text field first, everything works as expected.

Note, there's also no context menu for other form items like radio's and
buttons. There _are_ standard context menus for selects and combos.
