Okay, to the best of my ability any idoit with a Wacom Graphire 3 can do this.  
I can use my mouse to select a tool( say paint brush)
When the pen comes into range of the pad the tool changes to box select.  I 
can't change it to a diffrent kind of tool.  The tablet doesn't even work as a 
mouse in GIMP because if this incessive selection habbit that it has.

Help Greatly appriceated

Tablet support on Windows is broken, you need to disable it.

And you should update your copy of GIMP. Version 1.2.2 is stone old and not any
longer maintained.
