Ctrl-L doesn't bring up layers dialog box when image window has focus

I believe this is a GTK+ bug. Someone who was using the 2.2.4 version of GTK+ reported they did not have the problem. I am using the latest CVS copies of GTK+ and GIMP. This report assumes the default tool in the Toolbox is the rectangular selection tool. Start GIMP and create an image window (via File New or File Load). Click the title bar of the image window so it is the active window. Move the cursor within the image area so you can see the arrow and square box of the pointer. Ctrl-L is supposed to bring up the layers dialog. The moment the Ctrl key is pressed, a little - appears above the top right corner of the square box of the pointer and disappears when the Ctrl key is released. Pressing the combination of Ctrl and L does not bring up the layers dialog. I have not changed the default menus of the GIMP. If the toolbox is the active window and I use Ctrl-L I do get the layers dialog to appear.
Sven - is this the same as the hidden menubar problem?
I don't have GIMP with gtk+-2.4 running. Mitch, could you have a look at this, please?
Seems to be the menubar problem. I have no problem invoking the layers dialog with Ctrl-L
Does somebody remember which bug was the hidden menubar problem ? If so, please duplicate this...
