Description of Problem:
The Gnome Panel does't load as first when logging
into gnome session. This causes some problems with
docking application (especialy written with QT
libs). Problem is that tray icon of such
application should appear in notification area,
but while the notofication area (and the whole
Panel) isn't started, the icon is placed somwhere
on the desktop. The only posibility to move tray
icon to Notification area is to close and start
again that application.
I also tried with different priority values of
asuto starting applications (in session settings)
but this didn't get me good result.

Steps to reproduce the problem:
1. Install one of QT instatnt messengers (for
example Kadu www.kadu.net or PSI).
2. Configure it for showing tray icon.
3. Quit from Gnome with saing a session.
4. Log into Gnome again.

Actual Results:
The tray icon of Kadu is not in Notification area
but on the desktop (about left top corner).

Expected Results: The tray icon placed in
Notification area of Gnome Panel.

How often does this happen?

Additional Information:
I think, that it should be forced in Gnome to load
 Gnome Panel as first or to delay starting of
normal applications. It is quite logical. I
cannnot find any reason to starting apps before
Panel. Now I have such order and that even looks
unprofessional and strange. The windows appear
before desktop icons and before Panel.
I use Fedora Core 1 with Gnome 2.4.

I guess this is the same bug (and if it is, it won't matter in wich
order Gnome starts things, this is a problem anyway): When adding a
notification area to the panel _after_ a qt app is started (in my case
dcgui-qt), the icon isn't showed in the area as it should.

1. Start some applications (both gtk and qt ones) using the NA
2. Remove the NA from the panel
3. Add a new NA to the panel
result: The gtk application's icons are showed properly in the NA, the
qt application's icons are not.
