The difference between the Save As and Download buttons on the download
dialog was not clear the first few times I saved files using epiphany. I've
never associated downloading with both the action of saving a file and
opening it. I think the wording "Open File" or "Save and Open" would be
clearer.

The label is actually "Open" but it was not showed because of a bug.
Fixed in cvs.
