There should be a way to translate the location (city) names as well as
the location groups (countries, continents) names. That is: every text
that may appear in the user interface, including the settings dialog
should be translateable by the i18n team.

The settings dialog of gweather should automatically sort the locations
according to their translated names (and using the current collating
rules), instead of the current hard-wired order.
