When un-hiding the panel it appears to "jump" or "wiggle" and some icons
appear to be resized momentarily.  This happens regardless of panel size
and what applets are loaded (this is unrelated to windowlist resizing). 
After the panel slides up to be completely revealed there's a visible
"glitch" it happens a few milliseconds after the panel is fully "unhid".
