wish:
add support for reading and writing TIFF files with 16 bits per pixel per
colour.
both black and white and colour images should be capable of this.

The TIFF plug-in is able to deal with 16-bit TIFF files, but it has
to truncate the color channels to 8 bits because the core of the GIMP
cannot handle more than 8 bits per channel yet.  Support for 16 bit
color will be implemented in a future version of the GIMP.  This has
already been mentioned in several bug reports: bug #74224, bug #95737
and bug #125302.
