When you exit Epiphany, it does not ask you to confirm this.
If you have only one tab, this is ok.
With more than one tab, there should be some kind of confirmation
dialog like in Mozilla:

This Navigator window has 4 tabs open. Do you want to close it and
 all its tabs?

[ ] Warn me when closing multiple tabs

On HEAD we now ask for confirmation if there is form data. It was 
decided not to do it in the general case of multiple tabs. Duping 
against the form data bug for ref.
