For consistency the window title of the network-preferences capplet should
say "Network Proxy Preferences" instead of "Network Proxy Configuration".
(Preferences is the term used by all the other capplets.)

Doh!  Jody we missed this one again!! I'm going to add the BLOCKED_BY_FREEZE
keyword so we can continue to punt this until Elijah does runs his post freeze
queries.
