Description of Problem:

When multiple seperate gedit windows are open, the
alt-<number> shortcuts don't behave as expected:
(1) It is possible to switch between windows.
(2) The numbers assigned are assigned in order of
opening - so it is possible to have 1,2,4,5 in one
window, and 3 in another.

Steps to reproduce the problem:
1. Open a gedit instance
2. Create three or four new tabs
3. Drag one out into a seperate window
4. Start pressing Alt-<number>
