I am running Gnome community head build(2.5.2), dated 07th Jan 2004 on 
linux.

Steps to reproduce:
1. Open the panel properties window by right click on panel,
2. 'Panel Properties' window pops up,
3. Click on 'Background' tab and click on 'Solid color' radio button, 
4. Click on color selector button to select panel color,
5. 'Pick a color' window goes behind the 'Panel Properties' window,
 Causes difficult to select the color.

Expected result: Child window should come up over the parent window for 
ease of use.
