Description of Problem:
Location names in "Weather Preferences" window
shown in English, as they defined in Locations
file. It isn't convenient for most non-Latin users.

Steps to reproduce the problem:
1. Add weather applet to panel
2. Set non-Latin locale (Ukrainian for example)
3. Select Preferences ("Вподобання" in Ukrainian)
4. Select Location tab in "Weather Preferences"
window (М╕сцев╕сть and Властивост╕ погоди
correspondingly)

Actual Results:
Latin names of airports

Expected Results:
Ukrainian names of airports

Additional Information:
Perhaps Location file should be converted to XML
to easy intltool based i18n-zation
