Here we go:
1. Open gimp
2. Dock "tool options" and anything, can be "layers" or "brushes" to main
gimp window
3. Make "layers" in the dock active (anything except "tool options")
4. Close, reopen gimp and create new image
5. Start creating some bezier path
6. Now switch from "layers" into "tool options" - the window is empty,
double click doesn't help. Clicking any other tools' icon helps.

I had this bug pending in my report list, you just have anticipated :)

Thanks for the report. It's actually even simpler than that to 
reproduce; after step 3 perform:

4. Close and reopen GIMP.
5. Switch to (say) the move tool.
6. Change to the Tool Options tab. It is empty.

Step 5 may be replaced by switching to some other (but not all) tool. 
The crop tool and the paths tool both exhibit this behaviour, but no 
selection tool does. I have not tried all, so I don't have an 
exhaustive list.
