When you right click the panel, and choose About Panels, a dialog box
appears.  In this dialog box, there is a button at the bottom which is
titled "Credits".  When you click this button, another dialog appears, but
behind the About dialog.

Expected Behaviour: The Credits Dialog appears in front of the About Dialog.
