Input devices like the stylus and eraser of a tablet may be configured 
in preferences. But the settings are apparently not stored anywhere: next
time gimp is started, the devices are disabled again.

In gimp-1.2, the settings are stored in devicerc, and the saved settings are
honored when gimp is started again.

This is actually a bug report of bug #128588. We need at least do the
change suggested there.
