MS Windows news servers can be configured to require a secure password
authentication (SPA). (I teach for the University of Phoenix which requires
SPA.) I cannot find any way to enable SPA in PAN. SPA capability should be
added to PAN.

Donald: I suspect this is a duplicate of bug #105050 (also raised
against a newsserver run by the University of Phoenix).  Just to be
sure, could you run the following:

$ telnet <newsserver_hostname> nntp
AUTHINFO GENERIC
QUIT

and attach the output to this bugreport:
