Description of Problem:
If I use a panel that does not expand to the edges  
of the monitor I always see the hidebuttons. If I
go to the preferences and configure the panel not
to use hidebuttons there still remain buttons at
the edges of the panel! This is very disturbing 
because an transparent panel for example does not
look good if there are nontransparent edges!

This is because you need to be able to right-click on the panel. See bug #82642.
