Description of Problem:
It would be very useful to see the actual image i 
am rotating instead of a box. It now requires 
several tries to get an layer rotated just right.

Well, till this will be implemented, create a path, maybe with intelligent
scissors, and you can get gimp display that path.
I don't know if you're aware the traditional/correctional modes...

The corrective mode does indeed provide a good workaround for the missing
preview. Unfortunately a lot of users are not aware of this mode or don't
understand how it is supposed to be used. Perhaps this needs to be better
documented but I just checked the help and it seems to be well explained.,,
