I can deal with epiphany automatically choosing the download location, but
it's awkward sometimes when I can't choose the filename.

For instance, when we download a bugzilla attachment, it downloads as
show_attachment.cgi. Obviously this is really bugzilla's fault, but it
might be more common. A Download As might be helpful.
