Description of Problem:
In the network proxy configuration dialog, the manual proxy
configuration gets activated just by clicking on the radio button.
There is no check to see if a proxy was entered at all.

What happened to me is that I was having a look at the different
configuration options under desktop preferences, and when I got to the
proxy one I clicked on 'manual proxy' to see what was hidden behind the
'details' button

As I had not entered any proxy info, I closed the dialog without
realizing that I was not in direct internet connection mode anymore.
I then got little problems, like the weather applet refusing to update
and saying 'connection failed' etc.
It made me really angry because I really couldn't understand why it
suddently stopped working.

It took me a while to find the source of the problem: I eventually found
it by finding others who had had the same problemes on the gentoo
forums, and who tipped me on the proxy stuff (as for me I was cursing
gnome and deleting random stuff in .gnome* and .gconf*).

I think this could be completely avoided by warning the user when he
switches to manual proxy mode but does not enter any proxy info at all.

Steps to reproduce the problem:
1.  On a computer with a direct internet connection, click the manual
proxy radio button
2.  Close the dialog
3.  Wonder why the weather applet doesn't work anymore
