This bug applies to gnome-panel 2.5.2 on amd64.

To see the focus issue, follow these steps.
1. Right click the Panel
2. Choose "Add to Panel"
3. Choose "Launcher..."
4. In the resulting window, click "No Icon" button
5. The "Create Launcher" window has always on top focus and overrides the
"Browse icons" window.

Solution:

Make the "Browse icons" window appear on top of the the "Create Launcher"
window.
