Description of Problem:
After upgrading to Metacity 2.6.2, I'm encountering a problem with the
focusing behaviour of windows. I have enabled the focusing of windows
when the mouse moves over them. Earlier, if I wanted to raise a window
partially obscured by another one onto the foreground, I could just
click on it and if I just wanted it to have the focus, I could move the
mouse over it. Now, the focusing of windows with mouse-over still works,
but I am unable to raise them to the foreground by clicking them. The
only way I can manage to raise them is by clicking on the title-bar,
clicking anywhere else in the window keeps it in the background. If I
disable the focusing on mouse-over setting, I can raise windows by
clicking anywhere inside them.
I wonder if this is a bug or is it actually intended to work this way from
now on?

Steps to reproduce the problem:
1. From Desktop Preferences -> Windows, enable 'Select windows when the
mouse moves over them'
2. Open any 2 windows (like a terminal), and partially cover up one with
another
3. Move the mouse over to the window in the background, and click on
it.

Actual Results:
The background window receives the focus when the mouse is over it, but
clicking on it does not bring it to the foreground, unless I click on
its title-bar.

Expected Results:
The window should be raised no matter where I click inside it.

Additional Information:
I also installed an app, metacity-setup, that shows me that there are 3
possible focusing behaviour states in metacity (stored as a gconf key
setting) - Mouse, Click and Sloppy. Mouse and Sloppy seem to behave the
same way (cause focus on mouse-over, enabling the 'Select windows when
the mouse moves over them' checkbox sets the value to sloppy), while
Click is the default behaviour. Only the click mode allows raising
windows by clicking them, but then I lose the mouse-focus feature.

Ok, it seems to me now that this is actually how it is supposed to
behave from now on. The Alt-clicking window solution works for me for
now, better get used to that. Still, it would be nice if there was an
option to bring the old focusing behaviour back.
