using a gnome-2.4 build from 18/11/03

-navigate to top panel
-<ctrl><f10> to bring up properties menu
-select 'add to panel', 'launcher..'
-in the 'Create Launcher' dialog, choose 'Browse..'

actual result:

the 'Browse' window is brought up behind the calling window. 

expected result:

the 'Browse' window pops up to focus, like any other new window.

The 'Create Launcher' window has to be moved to access the 'Browse' window.
