Start new gimp, with brushes, layers, paths, and tool options already
attached to toolbar.

Switch to path tool.

Select path tool dock.  It has no options, like in screenshot:

Doesn't matter if you've created a new image prior to this or not.

I know for sure that this has been reported before but I seem unable
to find the report. I think Mitch reassigned it to GTK+.
