WinGIMP does not seem to use the same double-click speed as I have set in 
control panel.

As I am a disabled person, this means that (in particular) the file-
system browsing is very hard to use.

This would be a bug in gtk+-1.3 then. I am afraid however that this is
unlikely to change since this version is not any longer maintained.
You should consider to try GIMP-1.3 which uses a newer GTK+ version.
If the problem persists, please file a bug report against GTK+.

It looks like this got fixed quite some time ago (but only for
Gtk+-2.x, which the upcoming GIMP 2.0 is based on. So this probably
should be closed as fixed some day ;-)
