I am using "galeon -n" for opening any http URL in GNOME. I have two
proposals, which can improve usability for some syles of work:

1)
I have turned off in preferences "Automatically jump to new tab" (and I
like this behavior). As a consequence, "galeon -n" does not jump to new
tab. In this particular case I don't like it.

--jump-to-new-tab   Force jump to new tab for "galeon -n".

2)
I am using multi-workspace desktop. By default, galeon -n causes jumping
whole window to current workspace.

--allow-new-window  "galeon -n" will open new window instead of new tab, if
there is no window in current workspace.
(maybe name it --no-move)

Thanks for the report:

1) This is the same as bug 138955, and although this is the first bug, the other
just has the single report in it.

2) If galeon is started with "galeon <url>", it will now search for a window on
the current workspace, and if there isn't one use create one, I believe this is
what you mean for idea 2.
