- Add a drawer to the bottom panel.
- Right-click the drawer icon and select 'Properties'.
- Switch to the "Background" tab.
- Click the "Color" button to open the colour dialog.

The "Pick a color" dialog gets input focus, but remains obstructed 
behind the "Panel Properties" window. It should come to the
foreground.
