I can imagine several improvements for the crop tool:
1) Add support for aspect ratio like 2:3 and 3:4
or golden mean
2) Likewise support modifierkeys when resizing the
crop frame: One key to keep aspact ratio, one key
to shrink or grow from center, one key for square
frames maybe
3) Allow toggle between plain lines and marching
ants (occasionally the border is hardly viewable)

1) and 2) are basically a duplicate of bug #61094.

3) should be more general; it would be nice if the user could specify
the colors/style to be used for guides, layer boundaries, marching
ants etc.

Changing the summary to reflect that.

I don't think your change reflects what the bug reporter was asking
for. The real problem the bug reporter has with the crop tool is that
it uses XOR drawing. Due to the nature of XOR drawing it is hardly
visible on gray areas, even invisible on middle gray. A good solution
for this problem has been suggested in bug #93360.

So this bug report doesn't add anything that is handled elsewhere
already. Closing it as a duplicate.
