Description of Problem:

When right clicking in the background area of a
list view, nothing happens.  No context menu is shown.


Steps to reproduce the problem:
1. Open nautilus window
2. Navigate to a directory with only a few entries
3. Change to list-view
4. Resize nautilus window to allow of empty white
space below the few listed directory items
5. Right click in the white space/background area

Actual Results:

Nothing happens


Expected Results:

A contect menu should result.  I have listed
possible contents for this window below.


How often does this happen? 

Everytime


Additional Information:

The context menu should have contents simialr to
the 'Go' menu, with a few additions from the
'File' menu.  For example, the forward/backward/up
 navigation options, plus the ability to create
folders/empty files.
