In gnome 1.4 when you click right button in a panel launcher, you have a
submenu to access to the pannel options.

If in gnome2 you add an sliding panel and you add to this some launchers,
if you disable the hide buttons it's impossible to modify panel properties,
because it always shows the launcher properties.

In Gnome 1.4 you can access to this properties because you have a panel
submenu in launcher properties.

Not sure if I'm trying to reproduce this the right way, but here we go.

I created a new panel, fired up gconf-editor and told it not to expand
so I could drag it around. Then after adding some launchers to it I
still have handles on the edges of the panel which I can right click
on to get the panel's context menu. So I don't see this problem at
all. Please give exact steps to reproduce if your case is a different one.
