Not sure if it is a bug or a missing feature:
The zoom function (ctrl - and ctrl +) does not work with the keypad -
and +. Since on my keyboard the normal + is above the = key, this means
I've to use ctrl shift =, a bit too many keys in my opinion.
The other request is to put ctrl-scrollwheel zoom, just like in other
browsers and abiword. 
I just tested the zoom function in other gnome core apps, and they all
lack the keypad -/+ and scrollwheel zoom. So maybe it is a more general
problem, if so please tell me where to send my request.

Looks like a mozilla bug should be reported to bugzilla.mozilla.org.
Please reopen in the case it's not reproducable in mozilla itself.

Have you tried with an app that has Zoom In in the menu with ctrl++
accellerator ?
The mouse wheel request should really be a separate bug.

I can confirm this, zoom in/out via Ctrl+KP_+/- doesn't work. It works
in galeon.

About the scroll wheel... galeon has a hack (too ugly to even look at
;) to catch them before mozilla does, I don't think we want to copy that.

Looks very much like a gtk issue unless galeon work it around in some way.
