I found this link: http://gstreamer.sourceforge.net/cgi-
bin/lxr/http/source/docs/pwg/building_boiler.xml and a few other links 
(google for pluginstamp.sh) that talk about a tools folder in the gst-
template module in CVS. I cant find the tools folder.
