Description of Problem:

Any tab that isn't active can be closed. This causes lots of fun with
misclicking.

Steps to reproduce the problem:
1. Open a page in another tab.
2. Accidently click close instead of opening the new tab.
3. Curse.

Actual Results:

Aggrivation.

Expected Results:

Switching to the other tab.

How often does this happen?

Every time.

Additional Information:

This is a wishlist, but galeon had this behavior in the past. I would
really love it if it came back!
