Description of Problem:
The Window List applet (as of gnome-2.4 stable)
doesn't comply with Fitt's Law. A 1-pixel border
around the entire applet prevents a window button
from being highlighted or selected when the cursor
is "thrown" to the edge of the screen. Were the
buttons selectable at the edge of the screen,
usability would be enhanced greatly, as the target
size would be infinite.

Steps to reproduce the problem:
1. Place the Window List applet in a panel
adjacent to the screen edge.
2. Move mouse to edge of screen, as if to select a
button.
3. Cry out in horror.

Actual Results:
Window button fails to be highlighted or selectable.

Expected Results:
Window button should be selectable from the screen
edge.

How often does this happen? 
As often as can be tried.

I see this too, but the weird thing is that if I kill the panel so
that it restarts, the applet does comply to Fitts' law.
