"Roll Up" seems to be confusing and not all that useful. Perhaps we should
remove it from the menu, and possibly give On Top its menu slot and
keybinding. If On Top were exposed in the UI I believe it would need a
theme feature to change the window frame to indicate on-topness; I've
personally sat there wondering what was broken for a few minutes on
multiple occasions when I accidentally hit my on top keybinding. I'm not
sure I have a good idea for what the on top window frame would look like,
though.

This might be a bad idea.

A good first step would be to change the default double click titlebar
behavior.

If you remove "Roll Up" from window menu, this function should be
available in gnome-control center like now - many users use double
click on window header for roll up.

Also I suggest to use tick for "Always On Top" menu item.
If the window is on top then the tick should be present and vice versa.

When metacity developers are planing to include Always On Top menu item?

Patch for this is written 6 months before, look at bug #98387

There are other considerations other than simply a patch being
present.   An "Always on Top" menu item, however, is present in
metacity CVS in conjunction with a redesign of the window menu.
