The icon for the Sticky Notes applet still shows the theme's color in the
background when you have a transparent panel. If I am looking at the right
icon, The GIMP actually shows it to have a transparent background, though
for some reason it is not being rendered that way.

The icons for the other applets on my panel do render transparently: Balsa,
Pan, Galeon, color-xterm, and the GNOME footprint.  Sticky Notes is the
only one that picks up the theme's color for the background.

I'm about 90% sure that this was corrected once previously.
