I'd like to be able to decide which tools go on the main Gimp dock/pallette
window (whatever you call that -- the thing with the tool icons.)  E.g.,
I'd like to be able to drag the "levels" tool off of the "Color Tools" menu
and have it be on the dock.  And stay there across sessions.
