The frame buttons are always on in metacity. Though this makes it possible
to use them on an unfocused window (especially the parent window of a modal
dialog) and is familiar for most current computer users, it has three
drawbacks: controls for all windows are visible all the time, cluttering the
screen; there's less difference between the active window and the inactive
windows; and the area for focus-changing clicks is reduced.

Would probably fix this by having a hide button option 
in the <frame_geometry> in the theme file.
