There's a big problem with how to find a keybinding that works with all keyboard layouts.

Neil is correct. Does anyone know where this "standard" is located? If the "View -> Normal Size" keybinding is not defined, I would suggest C-= since it is in the ballpark of the C-- and C-+ keybindings. Unfortunately, as described in bug #187874, we can't create our own keybinding.
A few more people have suggested ctrl-=. Apparently it's commonly used in other gnome apps. Could this be changed please?
