In open type specification for arabic, Microsoft said for confilicting
diacritic marks (e.g. Fatha and Kasra), renderer should implicitly place
the second mark on the dotted circle character for fonts that support
dotted circle and this feature (e.g. arabic font of volt program)
But pango does not support this feature.
